NYC 311 states that the Office of the City Clerk performs marriage ceremonies in all five borough offices and that virtual marriage ceremonies are no longer available. That makes Project Cupid useful, but not the same as a fully online wedding ceremony.
Utah County's marriage FAQ states that Utah has no residency or citizenship requirement for marriage licenses, and that a remote appearance ceremony using a Utah County marriage license must be hosted by an officiant who is physically present in Utah. Utah County's ceremony guidance also says the couple and witnesses do not have to be in the same physical location for that remote ceremony process.
